The Rate shown for UPS Intl Shipments is lower than the actual Charge

The UPS Rates API does not allow for the option: "Pay Duties & Taxes" for international shipments.

Because of this, the rate shown does not include the charge for duties and taxes.

The actual shipment charge include duties and taxes and is therefore higher than the rate shown.
