Action Groups Return Center

The "Return Center" setting is currently disabled:

This setting was meant to RESTRICT the use of action groups:

- Users WITH processing access could ONLY use action groups assigned to their current return center. 

- Users WITHOUT processing access could use ALL action groups.

However, consider the situation where a return is flagged and its return center is changed. The action group may need to be reassigned, but a processing user would only have access to the current return center's action groups, not the new one's. 

So, it was decided to allow users with processing access use of all action groups. This simplifies return center changes and facilitates reassignment from one action group to another by processing users.
